Senator Chris Dodd has come up with a solution -- a Constitutional amendment that overrules the recent Supreme Court decision in Citizens United so far as it affects campaign financing. 

The court ruled 5-4 last month that Congress cannot regulate independent expenditures by corporations and possibly labor unions which would dramatically increase corporate election spending.
